Why does this happen?

This happens when my pc is connected to my pc, monitor and/or speakers. I'ts unbelievably annoying and I don't know why it's happening. Any help would be appreciated. ps, new user here.

Well for starters tell us your computer specs, also tell us what tv and monitor you have.
While you do this, unplug the cable from your tv to your computer.
Next go into your vga properties and set the display back to your monitor.
Change display settings on multiple monitors
Now reboot the computer and see if it still happens.
 
That sounds like a serious ground loop or noise problem... Are all the devices properly grounded on the same ground? Also, would be nice to know the model of everything as asked earlier.
 
Could be something related to the cable used or the inputs/outputs, but that is just speculation since we don't know more specs from your devices
