Why don't Chromebooks have Windows drivers?

Is it Google trying to discourage hackers, are the hardware manufacturers/designers lazy, or is it some special thing that Chrome OS needs?

From what I know most Chromebooks use ARM based processors so Windows wouldn't run on them anyways.

This. Unless you could get Windows RT to install somehow.

I'm pretty sure the majority of them run on Intel these days, like the HP 14 and the Acer one.

There are several models from both companies that are both Intel and ARM. Even several HP 14's that are diversified. You can check here to see what I mean.

The most I see in person when I'm browsing sites are pretty much all ARM though.

Google is bringing the Chrome OS desktop to Windows 7

I see in your sig you don't have any Windows PCs... sadly I don't think Chrome OS desktop mode is available on Mac OS yet But it is on Win7/8
