Need help buying a computer monitor

Hi all! I am looking for recomendations for a new monitor as my old one is a piece of poo . I am using it for a laptop running windows 7 and sitting it on a coffee table in front of my tv. It blocks the screen, so I was hoping to find a monitor that could fold flat when i wasn't using it. I am looking for something kinda like this, but bigger. I would like it to have the following

HDMI
Low lag for gaming
Between 17" - 25"
Under $250

Any ideas??

Well, not to state the obvious....but your laptop's screen folds flat.

Yes but I would like a second monitor for programing, homework, research, and the like.

There are folding vesa mounts out there that you could put a standard vesa compliant lcd on and then it would fold.
