As I understand it, the difference between burst speed and sustained speed depends mostly on the interface and the cache.
a larger cache allows a longer burst. it uses the cache as a buffer kind of like nitrous oxide in engines. once you run out of memory to buffer your data you slow down to sustained speed. The point of it is that when you are tranfering/ copying data in small amounts you will be doing it at burst speed. With many operating system tasks that's probably most of the time.
