it wouldn't be static between the case and the motherboard, it might be a grounding problem, To test this take everything out of the case and try it on a piece of cardboard. If it works now you may have left a standoff in the back of the case that does not line up with a hole in the mobo. Remove the standoff and try it again. if there are no standoffs in wrong places try installing the motherboard in the case with the little paper washers that usually come with the case. I still agree that it is most likely a power supply problem, if you have anotherone laying around give it a try before buying a new one.

For some reason i only have 3 of those paper washers but ill try the cardboard thing.
 
i agree , its most likely the psu , and if you can get an antec ..go for it ..they will take a beating before giving up
 
Ya i saw a few different Antecs as Best buy, so ill probably end up getting one of them.
