Follow the video that PP posted to see if that alleviates your issue.

Then just put a sticky note on it or something that says "battery disconnected" so the next tenant knows.

if somebody moved, and they just left the box there, wouldn't the box be powered off? ..(not running/batteries)...

The battery could still be hooked up and alarming you that it's possibly going bad or something.

Try following the video to see if that helps the issue.

The beep's are most likely a low battery alarm, but that unit could be a verizon FIOS VOIP telco device for the apartments.

It's a low battery beep. I've had one of these things too, they're pretty annoying but the verizon serviceman said that it's not hard to replace, He did it when he was over at our building.. next time you call for service be sure to hvae them take a look.
