CPU Fan problems?

I have the CoolerMaster hyper 212 evo. I'm not sure if its a power saving thing or not but sometimes the fan just doesn't spin. No over heating issues yet. But its starting to concern me. I checked Bios, their is no setting or anything to make it wait till a certain temp. Is the fan going out? Should it always be 100% spinning? For instance I just booted my PC 2 minutes ago came to this forum and wrote this and the fan is still idle.
 
Luckily I have the :Click Bios from MSI so I have bios running when my OS is running. Just side by side. So I'm monitoring the CPU Heat, never gets above 40C. I also turned off the OC, because its starting to concern me. Is this just a power saving thing? Or is my fan starting to die. (Not older than a year). Also should i just enable this CPU Smart fan target? Shown here?

does this image work? EDIT Fan Still not spinning. but CPU is below 40.
