Full-screen 4:3 programs not maintaining aspect ratio

I wasn't sure where to post this, but anyways, 4:3 full-screen games stretch out to fill my entire 16:10 monitor. This distorts the image and I don't like it. I tried setting "Maintain aspect ratio" in the Intel graphics control panel but it makes no difference. Strangely, this option used to work, but after updating my graphics drivers it no longer does.

I'm using Intel HD Graphics 2000 integrated graphics on a 16:10 1440x900 widescreen Dell SE198WFP monitor connected via VGA. Help?

It seems I've figured it out on my own. For some really bizarre reason, changing my refresh rate to 75Hz rather than 60Hz solved the problem. So it had nothing to do with my drivers; it was actually the fact that I had changed my refresh rate.

That's really strange, but I guess if that fixes it, I'm OK with it.
 
Actually, it seems that the problem isn't completely solved.

Some full-screen resolutions, such as 800x600, maintain their aspect ratio, but others, such as 1024x768, still stretch. Why would it just arbitrarily decide to maintain aspect ratios on some resolutions but not others?
