They can't work in conjunction with each other if that's what you're asking.

Yes, but it's only good for putting display (desktop) on another monitor. The 760 supports up to 4 monitors by itself.

Im in need of a recommendation I want to upgrade my gpu or cpu but I dont know witch would benefit me more I want to upgrade to the gtx780 or i5 4670k. current gpu and cpu gtx760 , fx-8350

Just hold your money until 800 series. The 8350 is lacking slightly in gaming against the 4670k but not worth the effort and money to swap platforms. Getting a 780 from a 760 isn't currently worth the money. The 760 is sufficient enough to run any game on the market now so just wait until the 880 comes out a little later this year.
