That card only requires a 500w PSU, not 750w.

You need to make sure the card is in the top slot and seated properly. Plug your monitor into the GPU and not into the port on the motherboard.
 
when i plug it into the gpu nothing shows up on the screen
it just says 'no signal' it's in the top slot on mother board and it all seems seated correctly. it is in as far as it goes and all the screws line up. and the cap shuts automatically.

both power cables are in.. the 6 pin and the 8 pin. i'm on it now. windows is fine, in fact everything is fine except the GPU. if i connect the hdmi from my monitor to the gpu then it loses signal but the computer is still running. if i connect to the motherboard, like i have now, then everything is fine.
 
Well if the fans are coming on, the card is seated, you've tried it in both slots, the cables are in right, and nothing shows up in device manager then yes it sounds like a faulty card.
