Are CPUs hot swappable? Can I just remove one like a flash drive while the computer is running? (P.S. How do you tell if a computer is on? I hear fans running and there are lights on. Help plz!) I have been very curious about this. I have searched the internet, but no info is available about this topic. Please help. I need to know for a future project I would like to work on in the future because it may be useful in the future.

No they're not. and to make sure it's off unplug the Power Cable

If fans are on, something on the computer is still running. The system should be totally powered off, and no power should be going to the system before removing a CPU to prevent any shorts.
