Power supply problem(s)

Greetings,

I have some power supply problems. I had a 550W power supply which served me well for 4 years, and it recently just stopped working. I opened it up and couple of capacitors blew up so I didn't bother repairing it and bought a new one (even though I could have but I don't want to risk having a faulty PSU) .
I bought a new one (550W) and connected it up and it worked.. It worked fine since last night (about 2 weeks). I turned off my PC normally and tried to start it up about an hour later and it wouldn't work. I tested my power on switch on the motherboard with a multimeter, it was fine. I took the 24 pin connector and tested the voltage between green and a black ground wire, it was 3V; even though it should be 5V. When I try to jump start it with a piece of metal, it kind of starts working but it won't.. It's like it doesn't have enough power to start it, the fan seems to spin as if it isn't receiving enough power.. Does anyone have any ideas before I open it up again? (Doesn't have a warranty, bought it cheap from a sale. It was unpacked and new)

Just because you bought it new doesn't mean it won't fail after two days. If it was a cheapo power supply then it most likely is not putting out the 550W that it's advertizing (very common with "economy" types of power supplies

So yeah, I had a specialist come over and it's all blown up. Everything. Well, not everything, but the important bits.. Everything besides the CPU is gone so I just decided to buy a new PC and sell that CPU to someone for some money. It was some cheap Chinese PSU.. Teaches me to buy known brand PSUs from now on. I opened the PSU and it was a mess. Capacitors blown up, the welds were really really really bad, burned up circuitboard.
