virus on computer and just looping

Hi

I have a hp laptop and its just had a virus a rouge avg program was the problem. What happens is I turn it on and it comes up with safe mode or start I clicj safe mode and it just starts goes on to windows logo then it loops back to the list again. I tried to press f11 to try and put it bavk to factory settings but it wont come up. Can anyone help

Can you boot to a disk or something?

Yeah, just find your product key and put on windows again, don't start on safe mode or get a better anti-virus software!

Plus this is what it says in windows help and support:
If your computer automatically starts in safe mode without prompting, a problem with your computer might be preventing Windows from starting normally. If you think the cause of the problem might be a recently installed program or device, try using Recovery in Control Panel. For more information, see What is Recovery in Control Panel?
