Problem overall hard to detect

My computer has been very slow, and i mean can barely operate chrome slow. It freezes sometimes for a second or two, and all my inputs are often delayed half of a second. Thinking this could be a software issue, I reformated and reinstalled my windows 7 pro. It didnt really help at all. The issue is mainly the internet and ive tried multiple browsers. If i get into a game (payday 2) it runs fine. Im thinking it must be a hardware issue. What are some ways to figure out which part is the faulty part?

my computer: Q6600, ds3r motherboard, 2 gigs of crucial ballistix ddr2800, evga gtx 275

Are all of your drivers up to date from the manufacturers' sites, rather than what Windows says?
