Windows 7 - Menu Bar Autohide some time works

Problem that I seem to be experiencing on my GF PC is the bottom menu bar occasionally does not appear. It's currently set to Auto Hide (a setting that I personally can not stand). However depending on which app that this currently being on top, the menu bar may or many not repair.

I have managed to re-create the problem on my PC. Need to fix it and still keep the auto hide function working.

Suggestions please.

Are windows just on-top of the tasksbar? I know this happens to me a lot with Chrome, if Chrome is maximized. I usually have to hit the restore button, and then maximize it again and it's fine for a while.
