Black Lines on Monitor?

Hello, I have a problem with ether my system, GPU or Monitors because I keep getting these annoying, small, moving black lines.. Here is a picture:

Now before you ask, I did plug in another monitor and I had the same thing, but it happened after about 3 weeks - before that It was fine ...
Now im not sure if the problem is my system (maybe my OS), GPU or the monitors??? Can I fix it?

Also these black lines are not just in black areas like I showed in the picture, look at top left in the white space ... they are everywhere :/

Have you tried a different cable, or was the second monitor that you tried already using a different one?

Yes the second monitor has a different cable, they both use VGA and I plug them into my DVI port using a VGA to DVI converter

Now that I have restarted my computer, it has stopped, but in the next few hours its probably going to do it again ... anyone know whats the problem?

2 things you could try regarding this (if you haven't already):

1. If you can, try a different adapter.
2. Plug in the monitor using strictly just the VGA cable, you'll probably have to switch your primary graphics adapter in the BIOS back to "IGP" (or simply, pull the graphics card out).
