building a computer is literally plugging square plugs into square holes and round plugs into round holes. there are hundreds of " how to " videos on youtube that will take you step by step into building a computer. its really not difficult at all
 
Go with the 780 over the 7990. Simple reason, no dual GPU nonsense. AMD are working hard on their drivers, but it's one thing to have a single card, it's another to deal with 2 of their GPUs.

Second on building it yourself. You get more performance for the money you spend due to pre-built markup.

No need wasting money on aftermarket cooling honestly.
 
also is there a certain thing i should be getting in order to live stream and record gameplay at a high level

I believed it depended on your CPU, GPU and internet speed... but then again I am new to the live streaming personally, only do it once a month or so.
