Computer does not recognize hard disk

I have a Seagate hard drive which only shows in Windows 7 Disk Management.
See attached screenshots.

How can I format this hard drive in order to use it ?
How should I proceed ?

You need to initialize the disk first and then you can format it.

I tried it and get the following message: Failed due to an I/O device error.

Any idea what to do now ?

External or internal? Have you tried a different port? Try using a GParted LiveCD to format the drive.

check and or replace the sata cable too
