BROWSER window Flashes continously when downloading a web template.

Hi, I have a technical problem, I dont know if the laptop is packing up. it is 10 years old.
When I download a web design template, then the browser window starts flashing continously opening more and flashing.
I then cant shut down the laptop, the only thing I can do, is unplug it and take the battery out. cut it out.

would anybody know what the problem is, if I need some part or something for the laptop. or, do I need a new laptop.

For starters what type of laptop is it, what kind of OS are using by the way ?

Are you saying you downloaded a website design template then all of a sudden your browser starts opening up heaps of windows and flashing?
