What do you think about buying in steps? For example, every pay check or so I buy a different part for the build until I have every part.

I don't really recommend it. You'll have to wait just as long, and by the time you have all the money you might pay less for product than when you did before. For example, if your saving goes after June the CPU I linked should be less than 189 and the 3570k might even be affordable. June is the release of the next mainstream Intel platform BTW.
