Could i run a gtx 460 with this it has 500w and 2 12v Rails with 36 combined AMPS

Oh sorry my bad dude.

Yes no problem, it has two +12v rails one 18A and the other 17A. Even the 17A rail will provide 204 watts of juice. For a card that only needs 150 watts that's plenty.
