Long as you aren't aiming for Crysis 3 or games in that caliber then yes. Medium should be feasible.

New question. So I bought a mouse today and on the bottom it has a switch, if switch is turned up it's at 250 Hz, when it's turned down it's at 500Hz. What's that for?

USB polling. You really want 1000 but 500 is acceptable.

Okay, if I want the higher setting why do I even have a switch to lower it?

Because it's really only a thing for gaming.

560ti is the best option out of those. Needs a good 550w PSU.
