Depends on what you want. You can get USB Wireless N adapters for like 20 bucks, and you can find PCI-E wireless N for 20 bucks too.

A card will provide better signal due to more external antennas.

It sounds pretty fair for the price, but I am sure that brand isn't anything known though. What do you guys think?

The resolution is extremely low for a 20" monitor. Sounds like a CRT honestly.

sad thing Is I havent got to check if it goes any higher, I was told thats what they used on it.

Ask them for a model number and a quick Google will tell you everything you need to know. If it's a CRT, I would have them pay you to take it off their hands.
