Can someone explain GPU overclock process?

Hi,
I'd just like someone to clarify for me how the GPU OC works. If you buy an overclocked GPU does it come overclocked, or do you still need to overclock it yourself?

Works the exact same as OCing an unlocked multiplier CPU. Raise clock until unstable, raise voltage to stabilize. Stress test for temps and stability.

Factory OCed cards come with a mild overclock and you can still further the OC yourself.
