Best possible system for sub 2400$?

Is it possible after dropping one 680 to get a higher resolution monitor and stay within budget? Or a higher resolution monitor will be too much for a single 680? And the monitor mustn't be larger than 24''

Higher res monitors at 24" or less will need to be purchased second hand as there are none on Newegg right now. My 23" 1152p Sammy was bought in 2009 and was EOL the same year sadly.
The only other option is 1920x1200 but there really isn't much difference and some games can leave the black lines due to scaling issues.

I increased HDD from 2 TB to 3 TB, I think it'd stay that way if a single 680 is enough. Only 30$ more too.

Will there be a noticeable difference on 670 SLI vs 680 on 1080p 60 HZ monitor? I believe he's better off with a single 680 then down the road another 680.
Little question, what difference is there between z77 extreme4 and z77 Professional?
A little bit silly question, will an 850W PSU consume more power than a 650W PSU running the exact same rig?

First question:
Depends on the game and the amount of AA being run. Bottom line, single would probably be fine. I was just dumping some more suggestions. If he gets a single now, he would be better off buying something like a 780 later.

Second question:
Now that I take a look at it, not much. I thought the Professional support 3way SLI and it doesn't. That's the only reason I linked it. The Extreme 4 is a better option because it's cheaper and essentially the same thing.

Third question:
No. You just have more overhead.
