Best possible system for sub 2400$?

IDK what monitor he has. So a GTX 680 will be enough for a single 1080p monitor?
Is there a 23'' monitor with a resolution more than 1080p?
 
Is it much better than the 1920x1080? Like, things look really better? Can you link me to a monitor with a resolution higher than 1080p?

Eh, I wouldn't say "looks better", but pixel density is higher and requires less AA for clarity. Hard to explain really.

The 2 popular resolutions after 1080p are 2560x1440 and 2560x1600 which both are on the expensive side. My 23" Samsung's res wasn't very popular and I was lucky enough to grab one before they went EOL.

In your build a cooler is needed as he'll be oc'ing, recommend the best possible cooler please? Without going over 2400$.
Also, will it be much of a gain going for 2x GTX 680 FTW+ 4 GB? I know it'll be over the budget but yea we may be able to get a work around.
You can drop the OS as he has one.
 
Is a water cooler really needed? Or a good cooler on air will be sufficient?
I've never dealt with water coolers so IDK what we'll do with it hehe. Is putting it straightforward?
 
If you're going to OC then might as well. Good coolers are almost as expensive and are super heavy. All that weight goes right around your CPU socket. An H100i with good fans will out do any big cooler.

The AIO units are meant for ease of use. It's as simple as mounting 2 pieces.
