CPU usage jumping up to 20%

In resource monitor, system interrupts jumps from 15 to 22% usage like every 3 seconds. Since i already had razer game booster installed, i was told to use the diagnose option it has. And to fix any error that it shows in the event log, which should fix my problem... But i have no idea what any of this stuff means let alone know how to begin to fix any of it. :( So any help would be much appreciated.

here is some info i found that may be important.

Description: nvCplUI.exe is located in the folder C:\Windows\System32. Known file sizes on Windows 7/XP are 794,624 bytes (50% of all occurrences), 753,664 bytes or 801,312 bytes.
The program is not visible. The file is not a Windows system file. NvCplUI.exe is an unknown file in the Windows folder. nvCplUI.exe is able to record inputs. Therefore the technical security rating is 48% dangerous, however also read the users reviews.
If you run into problems with nvCplUI.exe, you may also uninstall NVIDIA nTune software

Windows Control Panel/Add or Remove Programs (Windows XP) or Programs and Features (Windows 7/Vista).

Important: Some malware camouflages itself as nvCplUI.exe, particularly when located in the c:\windows or c:\windows\system32 folder.

Have you run a complete virus/malware scan? I would start there. Then maybe uninstall nvidea drivers and programs and reinstall fresh.

Have had internet issues for like the last week... so sorry for not replying
Running a clean installation for my nvidia drivers did not fix the cpu issue sadly :/

a good amount of people reported similar cpu spikes & that same event log error... which appear after using registry cleaners a lot... and i used CCleaner registry cleaner like weekly for a year or two... :/

anyway I'm buying a new pc soon, so just going to wipe this pc clean & install windows back...so will probably just use this as a secondary
