What are these computer case screw thingys called?

I have an old computer case that's almost the same size of the Blackhawk Ultra case. The only problem it that it's ugly and doesn't have enough places for fans. So I've been working on modding it for a future build that I will get around to building some day. (I'm a major procrastinator)

Anyway, on the Blackhawk Ultra case, it has these screw hole thingys for screwing fans in. Here are some pictures of what I'm talking about:

Does anybody know what those are called? I can't really do a google search and buy them if i don't know what they are called lol. Googling "screw hole thingy" or similar stuff hasn't really helped. :p
 
I believe those are holes for standoffs (also called standouts and spacers). They look a lot like what you see sometimes in ATX cases so that you can use both an ATX or a microATX motherboard in the same case -- you just have to move the standoffs to fit the holes for the smaller board. I'm not sure though, because usually I only see them on the inside, and it's usually to space a motherboard so it's not sitting directly on the chasis and short out. Here's an image from Google:

It could make sense, though, because the case might want to be able to support multiple kinds of fans. However, external fans don't usually do too much because the air is mostly cooling the chasis, and nothing internal. But whatever you do, don't try something like this:
