Short answer is yes, but why would you? IMO if I am buying a laptop, getting 7200 rpm is an easy find, and wouldn't spend the extra money to replace it. If you intended on getting an SSD, it wouldn't matter what HDD you got because you would replace it.
Not exactly, because most companies will put a huge markup on larger or faster drives to make the laptop you want go from affordable to not worth it. In customizeable laptops you can sometimes just get the smallest and slowest drive and buy a bigger faster one off Newegg for cheaper. It just all depends. Some people want portability and more storage rather than having a speedy SSD.
