Because it has a bigger PSU and is water cooled (probably AIO).

You don't need an i7 for gaming. Usually those prebuilts skimp bad on GPU even though you need more GPU than CPU for gaming.

527 total price. You wont find a prebuilt better than that. Before you ask, no, you don't need a quadcore for gaming. The i3 Ivy Bridge dual core will be better at games than a Sandy Bridge quad.

No it isn't a complete system. Just a list of components that will complete a system. All you need left over is the OS, mouse, and keyboard. To make up for the cost of those you will need to probably drop the SSD.
You can play most games on full settings with a 650, but not all. Your budget is a bit too small to guarantee maxed settings on every game.

Yea that works, just the quality of the PSU is substandard, the RAM isn't a known brand, and I'm not fond of Gigabyte anymore due to their poor RMA department.
If none of this bothers you, perfect choice.
