Problem with fps

Hello all,i have a problem,in the last year i bought this graphics card and all its ok,i have 4 gb ram and a old cpu intel core 2 duo e6300,but i have problem with fps,sometimes my fps is 60-125 but not stable,why so low fps?I should buy a new cp for good fps?Or my graphics card isnt good?

Well what games- if it is BF3 then your are hurting without a 4 core CPU. You need to tell us what is the exact video card your trying to play with and what game your trying to play. If you upgrading we need your full set up specs to recommend anything. Also need your budget.
