i know that youre going for the budget build, but i really cant recommend that apex psu.

i would shoot for a 4 Gb stick of 1333 speed ram from whatever looks nice and cheap. when you have more money later, another 4 Gb stick will finish the build.

For literally the same price he can get a single 4GB stick of 1600 which he would benefit from having an AMD setup.

Ya know, I was just thinking that about the heat sink. I will need to get one or opt for a processor that has one included. Ya, i haven't decided on the RAM yet. I think I will just get one stick of RAM and then get another stick later. Thanks for your input. I will be posting the final build later. Thanks again for your advice and input.
