Cloud Server question

Heyo, First post! Well I need to buy a small Cloud Server for just a few customers, I need to do it from over the web. Whats the best priced server with the best portal and must include a hard drive (1TB+) please try to find the cheapest. I don't know what all the tech stuff means.

Build your own with server parts if you feel comfy doing it or go for a Supermicro server....

what is your budget?

Also for an OS I recommend Redhat Enterprise Linux or if you don't want to pay then CentOS....
