Building gaming CPU with a budget of $700 please help!

I would go with the G.Skill over Mushkin, mainly because of my past experience with G.Skill.

I like Mushkin, never had any problems with it. Did have some G.Skill in my previous build that gave me issues though. Can't speak too highly of this Corsair, either..

I like the builds above, but if I may make a suggestion... it may be easier on your budget to go one tech backwards... in this case, current GTX 560 Ti's and Radeon 6800 series are still over the $170 mark. My recommendation? GTX 460 SE 1GB... the difference in performance between the 460's and 560's is marginal, so you'll still get great graphics at a price cut of around $70-$90. Same goes for the MoBo. Instead of the Z68 Intel chipset or the 990M68 AMD chipset, try a P67 MoBo (MSI P67A-GD55). Should cut even more cash with great results. Micro-ATX is usually cheaper, albeit, not as many options as ATX or eATX.
