Depends how much you want to overclock.
Cooler Master V6 GT falls right in that price range, $60 ($45 after MiR).
Cooler Master Hyper 212 Plus/EVO or Corsair CAFA70 are also great at the <= $40 price-point.

I'd say go for the V6 then, looks like it was going toe-to-toe with the NH-D14 on an i5 750:

Hmm, I've been looking at this V6... I'm worried about RAM clearance.
Since it's the highest reviewed, I'm looking more at these RAM chips rather than the more expensive 1866 I have in that list
