I want to buy a Laptop, please suggest me a good one in the range of $400-$700.

The Toshiba Taylor listed will work fine for you. Though, I would recommend an Intel based system, such as this one:

Look for configuration that suits your requirements, if it is for official use, then go for higher configuration.
