Dvd Region Lock On Dvd Drives

Customer of mine purchase a HP Compaq NX 9010 DV448P#ABG Notebook.
SPECS :- Intel Pentium IV 2.8Ghz M, 256Mb DDR Ram, 40gb Hard Drive, DVD, 15" TFT Active Display, 56K Fax/Modem, Ethernet, Windows XP Pro

Unfortunatly with the fact that he travels around the world alot, he eventually locked the DVD Drive to REGION 1.
Last week, I installed a copy of DVD Region Free on his computer, and when I was looking at it last, it was working fine on any Region Disc.

Today, he's called me up, and it turns out that he can no longer play the DVD that are out side region one. Once again, the DVD Drive has locked up. ANd this time, even DVD Region Free is not getting around the region locking.

Need advice plz.

DUMB QUESTION.
How do I clean the registry?

with programs like Fix-It, Registry medic, system mechanic.. and maybe he needs to delete some keys manually
