Friend is having desktop icon issues. Pics shown here, idk the issue

My friend just recently told me about this and now has shown me proof of the issue. I cant determine this exactly but im just speculating on either it being the monitor or GPU. He says this would happen once in a while. I dont believe this effects his gaming though. Look here:

Can anyone ID what happening exactly or have had past experience with this? What must we do to solve this problem?

• check dvi cable
• clean gpu pci-e contacts, reseat gpu

My friend fixed the problem. His Samsung monitor has settings labeled, fast, faster, n fastest. His monitor 1 ms supported n he had it going that fast. He turned it down n that seemed to fix the problem.
