I know that there is no way to tell for sure what the power req. will be for the new 7000 series GPUs however judging from the higher end 6000 series you would at least need a 500 watt PSU but remember that you also have to factor in everything else in your rig such as CPU, Disc Drive..etc. if you want to be safe then go at least 200 watt over the GPU recommended wattage.
Also if you have a $200 limit then you will most likely have to wait a while before you get a 7000 series card because when they come out they will be the top of the line stuff and more than likely very expensive. If you want better performance now then just upgrade with what is available, just my opinion...but $200 isn't a heck of a lot to work with.
