Upgrading for Friend

My friend has $300 to spend on upgrading his computer. He wants to focus on upgrading his PSU and video card to the point where Skyrim can run at the highest settings with the best performance possible with his budget. His current system specs are as followed:

RAM- DDR3 8GB
CPU- Intel Core i5 @ 3.2 Ghz
PSU- 450W
Video Card- NVidia GeForce 9800 GT
Motherboard- Didn't give me model number but it has a PCIe expansion slot.

He prefers Nvidia manufactured graphics cards.

Feedback on what my ideas are, both positive and negative, is appreciated! Also if you can find a better PSU and video card for $300 or less I'm more than happy to look at what you have.
