New Build Not Booting

If this is in the wrong area, my apologies.

I built a new system as follows:

AMD Phenom x4 2.4ghz Black Edition
Asus M3A78-EM motherboard
Kingston HyperX 2x2gb memory DDR2 8500
650w Power Supply
Rosewill Destroyer Case

The processor and Motherboard were used before and were working correctly. The problem is that upon pressing the power button the pc will not boot. No beeps or anything. The fans turn on as well as the heatsink's fan. Motherboard has a power light on. I tried replacing the CMOS battery as well as trying one memory stick at a time but to no avail it still will not boot up. By not booting i mean no video as well, screen just stays black. Any ideas would be helpful at this point. If i missed anything please let me know and i will add the information. Thanks.
 
That PSU might be underpowering your system. I would look at getting a new PSU.

Just to check, get HWMonitor and show us a screenshot.
 
While it can put out 650W, it's probably not really speccing up to it. Could be the voltages that are off as well. Causing it to send out too less power to your components.
