I am trying to build a Rok Box i7 but Don't have $2,000. I wanted to know if one can be built for around $1500 or less. Can you please help? This is what I need (below)

Processor: 2.80GHz Quad-Core Intel Core i7-860
Motherboard: Gigabyte P55 Microboard
Memory: 4GB DDR3-1333 Dual Channel (2 x 2GB)
Graphics: DVI+VGA Fanless Graphics Card 512MB (HD4350)
Optical Drive: Pioneer 22x CD/DVD Dual Layer Burner w/LabelFlash
CD/DVD Software: Nero 8 Essentials
Primary Drive: 250GB SATA2 (7200rpm : 8MB cache)
Operating System: Windows 7 Pro 32-bit
Audio Drive: 1TB SATA2 (7200rpm : 32MB cache)
Sample Drive: 1TB SATA2 (7200rpm : 32MB cache)
Keyboard & Mouse: Logitech Wired PS/2 Keyboard and Mouse
Power Supply: 650 Watts
Cooling: Quiet Operation
USB 2.0: 4 front / 10 rear
Firewire 400: 1 front / 1 rear (6 pin / TI chip)
Network: 1 x Gigabit (1000Mbps) Expansion Slots: 1 PCIe x16 / 1 PCIe / 2 PCI

This has nothing to do with Windows. Moved to the proper spot.

Couple questions:
1) What country do you live in so people know where to link from.
2) You have a keyboard/mouse listed, do you need a monitor too?
3) Where did the parts list you posted come from (link if possible).

For $1,500 it shouldn't be hard to put together a current-gen system of equal/better specs.

So it looks like silence from your machine is key.
Not something I usually worry about, so here is my best shot.

CPU + OS: $400 Intel i7 2600k + Windows 7 Home Premium 64-Bit OEM.
--OR-- : $438 Intel i7 2600k + Windows 7 Professional 64-Bit OEM.
MB: $130 MSI Z68A-G45 (B3).
RAM: $52 8GB G.Skill Ripjaws X 1600 CAS9.
ODD: $22 Sony Optiarc 24x DVD/CD Burner with LightScribe Support.
SSD: $179 120GB OCZ Agility 3.
HDD1: $57 1TB Western Digital Caviar Green.
HDD2: $57 1TB Western Digital Caviar Green.
PSU: $110 Seasonic X 650W.
Case:
$130 Antec Sonata SOLO II.
$130 Antec P183 V3.
$100 Cooler Master Sileo 500.

Sub-Total: $1,175 using Win7 Pro + $130 case option (before shipping/rebates/other combo deals).

Monitor: $190 ASUS VE247H Black 23.6" 2ms Full HD HDMI LED BackLight LCD Monitor w/Speakers 300 cd/m2 10,000,000:1 (ASCR).
Keyboard + Mouse: $20 Logitech MK120 Black USB Wired Slim Desktop.

Total = $1,385 (before shipping/rebates/other combo deals).
If you sign-up for Newegg's e-mail they send you promo codes, might get lucky with some of these components.
You can sign-up for a ShopRunner trial, not sure about the details but it makes shipping free.

Since this is a quiet focus build I left out a discrete video card, the integrated graphics in the CPU should be equivalent to the fanless card that was in the other build.
Offered multiple case choices, personally like the Antec P183 myself, but you're the one who has to look at it.
Regardless of which case you get you'll probably want to replace the fans with something really quiet.
This does not have Firewire, but can be added easily enough if you need it.
