What goes best with this peice? GTX 470/480 VGA Cooling.

I bout a VGA cooler by accident and it is designed for the GTX 470 and 480 series. I figured I might as well use it if i have it. I want to know what video card could best use this product's features. Here is a link to the product I bought. It is meant to be used on a 470/480. It's not used for much of anything else.

Wouldn't the fans that come stock on those video cards be sufficient? What would cause the need to have "advanced cooling" in these cards? Also, I wish to build a gaming desktop that will have no issues running recent games at full graphics; will the GTX 470/480 series cards do this?
