I recently installed a TX850 PSU by CORSAIR in my computer. I also installed a Radeon 2GB graphics card. The card is almost a foot long and the extra PSU cables are getting in the way of airflow. Would it hurt the PSU if I cut off some of the cables that I'll never use?

I'd never advise doing that. As well as pretty much ruining your chances of ever selling the PSU, it's also dangerous if you don't know what you're doing.
Bundle the spare cables up as tight as you can, ziptie it together, and put it behind the motherboard tray or on top of the optical drive.
