New build CPU problems

i used stock, even with stock should not be that high from what i have read.

what really bugs me about this is
if i turn off the computer come back in 5 min i can't turn it back on unless i turn off the IO on the powerbar or unplug the power from the powerbar

The overheating and the not being able to power up sounds like a problem with the motherboard; as patonb said the motherboard could be sending higher voltages to the cpu.

Check the bios and cpuz to make sure the voltages are within normal range.
I would try to see if you could swap out the motherboard.
