I am currently under the impression that reformating my hd, then installing windows xp pro again is the best way to make it perform the best. The only problem is, when i reboot w/ boot disk and type "format C:" it doesnt work. How do i format my HD so that i can install windows xp pro on it again?

You can format with XP setup. Simply boot the XP disc like if ur gonna install it and there will be an option to format before it copies files to the disk.

I followed what u said until i got to the part where it said "delete partition." i didnt kno wif this was the right thing or not but i didnt want to get stuck w/ some of windows remained after the delete, preventing a clean install and me still being unable to format drive c:
what should i do?

when you reinstall windows xp and choose to reformat it and create a partion it deletes all of the files in the partion and its warning you against it
