Sidewinder x4 gaming keyboard language issue

So the other day I purchased a sidewinder x4 keyboard at MediaMarkt in Germany and I have been unable to get it set to work as a German qwertz setup. My OS languge is in English, but I want to get the use of my keyboard's umlauts and such. In short I want it setup as the qwertz standard instead of my current qwerty. The big issue here is that when i strike a key it does not mean it will be the one that is physically on the board. So when I go to type a ü instead I get a [
I tried to access microsoft support, but no matter what I do it redirects me to a 404 error page. It could be that I am in Germany and thus it does not want to direct me to the .com site and instead wants to send me to the .de site, regardless I am just hoping someone knows what I can do here to resolve this pesky and quite annoying issue.

what operating system are you using?

Can't you change it from the language bar?

I am using windows 7 on a netbook.

Also, I tired changing the OS language to German via the language bar, but all it did was minor thing with my time format, days of the week and so on.

Never mind, the language bar solution fixed it.
