where it says restart system does it mean the iphone or computer?

It means the PC. Just had a thought too, you should clear your DNS cache before trying as well. Do that like this

Start > Run > type "cmd" without the quotes and press enter
type "ipconfig/flushdns" again without the quotes and press enter

So follow steps in the last link I gave you, clear dns before you restart, restart, then try to restore your iphone.
