PSU repair

Receiving no input signal on monitor. Monitor is ok and checked connections. Smelled something burning inside the case. Video card fan was very loose and replaced with new video card. Still no input signal. Also, upon startup there are no beeps and screen is blank. The fans inside the case are running. Read that a psu could supply enough power for the fans but not for the motherboard. Tried to test the psu with a paper clip and the green and black connector from the psu and it did power itself. The psu seems to smell strange. Does this mean the psu is ok? Any suggestions on what to try next? Thanks for your help.

If it is still under warranty, RMA it. If it is not, get a new one. Please don't use it right now. You could damage other hardware, if not already.
