need advice power supply stays on when pc is shut down

Hi when my pc is off the cpu fan and case fans still run. i use the power button on the power supply at shut it off. It still boots the my desktop pc well. My questions are it safe to use it like this or should I invest in a new psu? What would be causing it to do that? Should I use it till the psu is dead. i have 5 other back up pcs.

Try setting standby in BIOS to AS5.

Hi, where would I find that in bios? Its one of those awful pc chips boards, but serves me well.
